Re-enabling Javascript - Doesn't "Take"

I turned off Active Scripting on IE6 running on two machines, running
Windows XP Pro, after reading vulnerability reports of a new variant of a
worm/trojan making its rounds.

However, we decided to change the setting to "Prompt" instead of "Disabled"
as we discovered that the latter setting does not allow certain functions to
work - e.g., the streaming video applet window on MSNBC.com, or similar
multimedia content windows on CNN.com.

But now IE will not act on the "Prompt" setting (not even an "Enable") for
Active Scripting. Even with the other scripting options enabled, it
continues in its "high-security" state. Not that I mind but the inability to
check out certain sites like MSNBC.com's multimedia content seems like a
loss. We tried experimenting with all sensible settings in the Security
section on Internet Options. Setting manipulations in the Intranet Zone as
well as Local Computer (this is enabled here) Zone have no effect.

I could take the easy way out and use my document sync utility to update
work files off-computer and restore the system from the last weekly drive
image but we'd like to know about what gives, first.

Any advice would be much appreciated. Thanks very much in anticipation.
