rdp not working anymore after reboot

dear w2k3 gurus,
after rebooting a w2k3 member server i can not connect anymore with rdp to
the console. are there any troubleshooting hints ?

I've seen it take 30 minutes to an hour after a reboot before it becomes
available.
I have no idea why.
