Rasman does not start after SP4 application

After a failed SP4 application (system did not even boot
in safe mode) and an emergency restore - my Rasman is now
refusing to come up with event ID 20035 (Remote Access
Connection Manager failed to start because it could not
create buffers.)

Any ideas on how to address this problem ?

You wouldn't happen to recently have upgraded your tape drivers with Veritas drives would you?
It seems that this was what caused me this error....
