Public folder journal entry problem

We have outlook 2003 on exchange 2003.

In our public folder we have a 'contact' folder and a journal folder.

When a user right clicks on a contact and chooses 'enter new journal entry
for contact' we get the journal dialog box with the contacts name already
in the 'contact' field of the journal box - so far so good.

The user enters in the journal info and saves it, the journal entry is saved
in the users private journal folder - not in the public journal folder for
all to see and share.

Is there a way to get the journal entry to stay in the public journal folder
( besides manually moving them each time )

Teach the user how to use File | Move to Folder to save the journal entry,
instead of Save and Close.
