prompt to work offline whilst browsing

Whilst browsing, a message pops up with the heading "work
offline". It reads "no connection to the internet is
currently available" and gives me two options, one to "go
offline" and the other to "try again". I am using IE 6.0
on Win 98 second edition with a DSL connection. Can anyone
help please?

under internet option, connection, click on selection to

never dial a connection so it doesnt try to connect by
phone
