Programs automatically starting when windows starts

I have four different accounts set up on Windows and no matter which account
logs in the same programs (internet explorer, outlook) automatically start
when Windows starts. I have tried going to documents and
settings/username/start menu/programs to fix it, but there are no programs
listed on any of the accounts so I can't figure out why these programs are
starting and how to make them stop.

"The Help"? I'm not sure what you mean. I ran the startup programs tracker
and got the log, but I'm not sure what to do now.
