Whenever I try to open any game I get a windows error
message that says "The Procedure entry point
GetRawInputDeviceList could not be located in the dynamic
link library USER32.dll"

Can anyone help me?

You need to re-install DirectX. I had that problem too.

no.. i've reinstalled directX 27 times in the past 2 days.. didn't help. I
had directX 9.something, and i downgraded to 8.1, and i still have the
problem. I read a post on another forum that if you download the latest
windows2000 service pack from windowsupdate.microsoft.com, and then
reinstall directX, it'll work.. did that, didn't work. I'm dying to play
this stupid game lol.. can anyone help??

I have the same problem after a recent windows update,and running out of ideas to try.

This problem causes conflict between DX9 and patch KB824141.
Try reinstall DX9 or this:
uninstall DX9, update your system (install KB824141) and than install DX9.
