Problems with system restarting

For over 2 months now I have been having problems with my system, about 50%
of the time when I start it up or restart it sometimes automatically
restarts again at the DELL Logo screen then giving me the usual message
about start windows normally or last know good configuration.

I have changed every single part in the system and it's still doing it, Dell
suggests I format and reinstall windows because it may be a driver problem,
so I did that about 3 times.

Until last week when I ran CHKDSK and the system would restart after it has
completed then it got to the Dell Logo screen and the system starting
beeping, I phoned Dell tech support and they told me to remove all the USB
devices and restart the system so I did that and kept the wireless keyboard
and mouse connected and we finally found out the keyboard and mouse was the
problem, Dell sent a new one and the system started up straight away fine, I
thought I have finally solved the problem with this restarting business but
the next day it started doing it again.

2 weeks on I still have not fixed this and nor has Dell, I ran a CHKDSK this
morning and blow me down with a feather after the CHKDSK completed and the
system restarted I got that beeping noise at the DELL Logo screen again, but
this time it only beeped for a few seconds and it continued booting into
windows.

So I am stuck to find out what on earth is going on here with my system.
What could be doing this!!

The beeping during bootup - and your experience with the mouse and
keyboard - indicates that it is DEFINITELY a hardware problem.

That's an issue between you and Dell.

Tell Dell you want a new motherboard, you will find your problem
there. IF they give you lip about, say you are calling the State
Attorney General's office for fraudulent documentation at the time you
purchased it. You do have some doc's that covers the warranty? Right?
They do this game to get the user so PO'd they quit calling.
