WIndows XP - Keyboard, Mouse not recognized at boot - and some bee

Occasionally on startup my mouse is not recognized by the system and so is
not usable: I have to reboot. Now several times the keyboard has not been
recognized. But also as with the mouse it is OK after reboot.

However, today, the keyboard was working and while using a photo editing
program, sometimes my keystrokes were recognized and sometimes not.

I have also had once incident of a beeping sound - NOT on booting but just
when the computer was on but not being used and not while the keyboard wasn't
working.

I have checked to be sure that all the cords are plugging in tightly and not
loose. I have undocked and redocked my Dell Latitude laptop. I have
uninstalled both the drivers for the keyboard and the mouse and let the
system reinstall them when starting.

Using Windows XP Home with Service Pack 3.

are they usb or PS2?

if ps2, get usb
