Problems with Repaired Windows

I had an error Winnt\System32\Config\Systemced missing and
recovered Windows with my floppies. Much to my chagrin I
lost all my user files and obviously lost my Register
cause I have to reload all my software. I am trying to
load my photo program "Image Expert 2000" and I keep
getting this 16 bit Windows Subsystem message;
C:\Winnt\System32\Config.nt. The system file is not
suitable for running MS_DOS and Microsoft Windows
applicaions. Chose Close to terminate the application. Can
some one tell me how to get around this? I appreciate the
help. Using Windows 2K.
