Problems with Notepad

John,
Sadly, this will still not help me.
1. Yes, I can run "notepad". It exists, and I can create
and save notes. The problem is that I cannot re-open
these notes.

Method 1
Start/Run/Notepad/File/Open/{filename}

That wasn't so hard, now was it?

Also see
Start/Help/"association" note the reference to "file name extension"

Notepad is associated with "xxxxx.TXT" if you want to open a file with a
different extension, use Method 1 above or create another association.

When I try to
reopen the file, I get a message from windows: "This file
does not have a program associated with it for performing
this action. Create an association in the Folder Options
control panel." But when I go to this "folder Option"
icon in the control panel, and double click on it, there
are no instructions about "creating an association" and I
do not know what to do.

The Official way
Folder Options - File Types page.

First look down to see if 'TXT', the standard extension used for text
files, is there. If so highlight and click Advanced. Highlight the
'Open' action in the pane, click Edit. Or if it is not there use New.
The 'action to be performed' is
"C:\Windows\Notepad.exe" "%1"
(include the quotes)

OR - easier for this one
R-click one of your files, take 'Open With'. In that use 'Choose
Program' and browse to Notepad.exe - check the 'always use this' box
before OK

I also find it very convenient to make a shortcut to Notepad.exe by
dragging it with the right mouse button down out to the desktop and take
'Create shortcut'. R-click on that and rename to just Notepad. Then go
to Start - Run and type in
Sendto
Click Enter, A window will open - drag the shortcut in. You will then
be able to r-click on any file and in Send To will be an entry for
Notepad
