Problem with Java

I can view any Java Applets on my machine. Do I need to
install Java Virtual Machine? I'm running Windows XP Pro
with Service Pack 1. Shouldn't that already have built in
Java capabilities? Why do all Java Applets show up as a
broken applet then? Help is appreciated. Thanks.
