Problem synchronizing Public Folders Favorites to ost file

I am having problems getting Public Folder Favorites to synchronize to the
local ost file in one of our new offices. The problem seems to be unique to
this office in that other offices can synchronize the "problem" folders to
their Favorites just fine.

We are and Exchange 2003 (SP1) Outlook 2003 cached mode company. I am
getting the following errors from the machines in the new office. It
indicates permissions issues, but they have the same permissions as everyone
else.

I have tried to delete the ost files and repopulate them without success.
The mailbox populates fine, but as soon as I add a public folder to the
Favorites, the synch error messages start flowing (every second or so).

Any suggestions would be appreciated.
