Problem opening windows

Lately my windows will not open in the same window, they insist in opening a
new window for anything that is clicked.

These are my settings in Control Panel\Folder Options:
Open each folder in the same window - checked
Launch folder windows in a separate process - unchecked.

I have tried reversing these check marks and rebooting, nothing changes.
I've then changed the checks back to my preferences and rebooting ... still
no change.
I've tried setting everything to default ... no change.
and then going back to my preferred settings ... still no change.

for some reason Folder Options does not appear to be getting the commands,
anyone have any idea how to fix this?

I have no viruses, (automatic detection and updates) and no malware or
spyware on my system.
I'm running XP home with service pack II installed.

Internet Explorer > Tools > Internet Options > Advanced tab > In "Browsing"
section, check "Reuse windows for launching shortcuts"

Thanks for the suggestion ... IE is not where the problem lies. I did try
changing this in Internet options, but that doesn't solve the problem with
"Windows Explorer" When I click on My Documents on the desktop, and then
click on a folder inside, a new window pops up for each folder or file I
click on ... I know that I can just right click on the taskbar and select
"close all" but ideally I would love it to work as it did originally with
only one window where I could drill down to the file I want ... Evidently
some default has been changed on the system and I've no idea what or where
it is ... Any other suggestions?
