prevent wallpaper change (via hack the registry)

I need to control the user changing the wallpaper on the Windows XP
desktop on school computers. I am using Group Policy to prevent
directly changing the wallpaper, but there are other ways ... When
viewing any picture in several applications, right-clicking opens a
context menu which allows the user to set selected picture as Desktop
Background. I'd like to disable this option in the context menus, but
I do know how to find the appropriate registry keys. Anyone out there
that can help me?
