I have Windows XP Home Edition. I would like to download
power point software if the price is right.What steps do
I need to take to do this and how can I find out the cost
to do this? I have gone to a local computer supplier and
they want an "an arm and a leg". There has to be a
cheaper way.

PowerPoint cannot be downloaded. You'll need to purchase PPT (or Office) and receive install CDs.

Perhaps you have a product which will make you eligible for an upgrade, which would be cheaper. Your local computer supplier probably sells Office/PPT for about what everyone else does, too, though.
