I want to delay the time between bulleted items in a slide show, but I don't
want that delay to apply between the title of the slide and the first item.
Most of the slide items are at the first level.

The basic idea is going to be that you want to change the timing on all of
the bullets after the first one. In PPT 2002 and later, you need to use the
animation task pane to:
1) Expand the group of animations for your bullets (look for the double
arrow right after the animation for the first bullet)
2) Select the animation for the first bullet
3) Change that animation to happen "With Previous" (so that it happens with
the title animation)
4) Select the animations for the other bullets
5) Set them to animate "After Previous" or "On click"
