Populating Add/Remove programs panel

A strange problem: When going into add/remove programs the panel is
populated normally through the letter A, but then is a tremendous vertical
space until the rest of programs are presented--the "middle" of the list is
one big space.
(Tried removing the two programs on the "top" and "bottom" of the space, but
it didn't help.
