performance and maintenance

I am not able to use Restore Point. In attemping to solve this, I noticed
that I should check Maintenance and Performance in Control Panel. When I go
to Control Panel I CANNOT find Maintenance and Performance. Does anyone have
any idea as what to do to get this back and is it related to Restore not
working.

(Turning Off System Restore, of course, will erase the previous restore
points you have - be sure your computer is working properly first!)

Turn off System Restore.

Reboot.

Turn on System Restore.

Make a Manual Restoration Point.

They may have been refering to the Event Viewer in the
Administrative Tools in the control panel.
