I am trying to reclaim some disk space on my C: drive.
I've noticed that thar are numerous CollectedData...xml
files in the WINDOWS\PCHEALTH\HELPCTR\DataColl directory.

Can I safely delete them? Is there any downside to
nuking them?

The Prefetch folder contains information for the optimal disk layout
of program files so they launch quicker. You may delete all those files,
but XP will rebuild that folder so that your computer runs as efficiently
as possible.
