File Deletions

I'm trying to delete all files no longer needed. Did all
the items listed in C:/Windows/PCHealth/HelpCtr/DataColl
get in this file by me having deleted them from e-mail?
I am worried if I delete all files in this area that I
might delete something I need to run a program(s).
