Pausing the printing

In my "School" when ever something is sent to the printer it pauses all job's
untill someone with an admin. account resumes the print. (eg. they resume the
printing once I have paid for various pages of printout).

Is there a way at home that I can stop my children from printing out stuff
be making their print jobs (or all accounts) paused by default untill
someone, (preferable it would HAVe to be a admin account, but not a problem
if not) manually resumed them
