Many printer questions

Is it possible, and does anyone know how I can do any of the following
running XP home, and xp pro

Can I make it so that a particular account (USER) cannot print?

Can I make it so that one user's account has certain print defaults, eg.
Printing in best quality, and another account have draft as the print quality
by default?

Can I also make it so that documents are automatically paused, without
pausing the printer? My old office had this system , whereby the boss would
monitor what was printing.

Eg. so that my children can send their homework through to the printer and I
resume it later, once I have checked that it's their homework, not just
something they saw and wanted to print.

Hope you are able to answer some of my questions.

If you have any idea how to achieve what I'm trying to do, I'd appreciate it.

You can do just about all the actions you want in creating limited User
Accounts.
You can also use the Help and Support feature, type Limited Users in Search.
Start>Control Panel>User Accounts>Change an Account
