partial hebrew in outlook 2003 (heb/eng edition)

i have win2k with hebrew installed, and office 2003 heb/eng installed.
all office apps have full hebrew support. only outlook has a problem:
all interface is hebrew. all my old messages etc. is shown as european vowels. if i create new items in hebrew, they're shown as a string of question marks.
how do i fix this?

Is this a new installation of Win2K with Office 2003 or an upgrade?
Go to the Advanced tab of the Regional and Language Options in the control
panel. What code page is selected to use for non-Unicode programs? Have
you checked the box for the Hebrew conversion table in the box below that?

Is this a new Win2K/Office 2003 installation or did you do an in-place upgrade to Office 2003?

Go to the Advanced tab of your Regional and Language Settings. What do you have set as the code page to use for non-Unicode programs and do you have the Hebrew conversion table checked?
