Outlook2003 Bus contact Manager - could not initialize CLR

I am recieving an error when I try to add Bus. contact Manager database to
Outlook 2003.
The error is:
"Could not initialize CLR. Required Permission can not be obtained." I had
the program running, then started recieving this error. I have un installed
and re-installed the program, but can not get access to the database. I have
removed my old database, planning to set-up a new one, however, I still get
this error. I have put my name as a BSMuser and unloaded and reloaded Office
2003.

ANY IDEAS...Thank you for your Help.

I am running Windows XP Professional. I am setup as administrator.
