setup outlook 2003 business contact manager

Error Message:
The wizard was interrupted before Business Contact Manager for Outlook 2003
could be installed.

All changed made during the process were removed.

What cuases this error and what is the fix to installed Business Contact
Manager for Outlook 2003 for first time.
