Outlook rule to flag/move delayed received messages

Need a rule to flag or move messages when a user specified time delay has
occurred between the time sent and time received.

Outlook may be configured to show columns for Sent and Received but the user
must look at each time for each message in order to determine if there was a
huge delay between the two. There appears to be no way to easily identify
messages that have been delayed from the time they were originally sent until
they were received.

My company has been working through an issue with our ISP's spam blocker
where over the course of several weeks, hundreds of messages have been held
up, sometimes for days, before they were received. You can imagine some of
the issues this has caused - appointments/meetings missed, timely responses
missed, customer responses delayed, etc.
