Outlook pst's

I recently moved to a new building operating a different
domain. I saved my .pst onto a cd but didn't modify any
privilages. I was told that I would have to modify the
privilages to allow the everyone group full permissions
to that I could access it now. is this true?

No, that's not true. Outlook does not allow you to run a .pst from a CD. You'll need to copy it to your hard drive and remove the read-only flag.
