outlook office 2003 is offline

The outlook icon located in the right lower corner of the screen where time
is displayed, has a red square with the white cross on it showing that
microsoft office outlook is offline. however, when i send or receive e-mail
the icon shows that outlook is online. why the microsoft office outlook does
not have online status all the time? even when i unchecked the "Workoffline"
option under "File " menu, the icon appearing offline.
when i unchecked the "Work Offline" option the another window Pop's up and
asking for username and Password
