So how do you normally rename any file? The only assumption that I can
think of that would prevent you from renaming is the obvious situation
of having a program running (i.e., Outlook) that still has a handle on
the file that you want to rename or delete. Did you exit Outlook when
trying to rename the file? After exiting Outlook, did you check the
Processes tab in Task Manager to ensure there were no instances of
outlook.exe running?

The reason I ask to rename the file is because I read a previous post with
the exact same issue I'm having. I'm getting the following messege upon
lauching outlook 2007:
"Failed to register a VB Script DLL. Reinstall or run Regsvr32.exe
Vbscript.dll to self register. An error occurred while creating a form."
He was advised to rename it. and apperantelly that solved the problem.
But I have no idea how to find this file to even rename it.
Any idea when to find it?

If the file search in Windows doesn't find it then the file doesn't
exist. (Not always true but should be for this file.)

the search was able to find it. Although I was not able to figure out how to
rename it
I'm using windows vista and I'm not very familiar with it yet.
When I right click to rename, it only let's me rename the "frmcache" part,
not the ".dat" type
How can I rename it with vista?

Or is there something else that would solve my problem?
