Outlook 2003 doesnt allow user to modify the navigation pane shortcuts. So if
a user would like to add a shortcut to a public folder its impossible and
painful since each time you start outlook it closes all public folder and
defualts to local folders only. This wasnt the case in outlook 2000. WHY
would you remove a great feature?

Click on the shortcuts button in the navigation bar....add the shortcuts you
wish?

Select the Shortcuts View of the Navigation Pane and click Add New Shortcut.
Then select your public folder.
