Outlook 2002 and WAB32.DLL

I have a user who tried forwarding a vcard to someone and received this
message:

A required component is missing: WAB32. DLL . Please install Microsoft
Outlook again. The specified module could not be found.

I have uninstalled Office XP and Outlook Express and reinstalled all of
office, it still does not work. I have verified that the file exists on the
system. Has anyone else had this problem? Any ideas on what else I can
try?

You say that you uninstalled Outlook & Outlook Express and
re-installed Office (Outlook). Did you re-install Outlook Express?
Outlook requires Outlook Express to be installed to function properly.
If you don't have Outlook Express on your system currently, uninstall
Office (again), install Outlook Express, then re-install Office
(Outlook).
