Outlook Express Address book-replace the Wab32.dll

I am getting the message:

"The Address Book failed to load. Outlook Express is
incorrectly configured, please reinstall."

Following the Troubleshooters instructions, I attempted
to replace the Wab32.dll file
1. Insert Windows disk...
2. Click Start, then Run.
3. In Open box, type: msconfig
*****here's where the problem is, The box does not stay
long enough on the screen to do anything else. If I hurry
and can go to step 4 before it disappers but that's it.**
4. On General tab click Expand file
5. In File to Restore, type: wab32.dll

This behavior by the msconfig utility can be caused by several different
viruses. Make sure your anti virus program has the latest definition update
and run a complete virus scan. If you do not have an anti virus program
installed, use one of the free, online scanning tools.

Msconfig.exe Task Manager and the Registry Editor are all targets. Since the
programs are blocked by name, renaming the executables is a workaround.
Example: Rename regedit.exe to regedit.com.

If this does not resolve the problem with msconfig, you can run the tool
created by MVP Doug Knox that creates a "backup set" of those three programs
(each with a name different than the originals):
