how do I set my internet explorer so that when I click on a link or right
click and open a new window it opens up maximized?

Try the following and see if it helps:

Make sure the window you want to maximize is the only IE window open.
Stretch the window by getting the two-end arrow at one of the corners and
drag it until the window is the size you want it. Do not use the Maximize
option. Then use the File>Exit (Close) to close IE, not the X at the upper
top right corner. Then reopen IE and see if it is maximized.
