How to open winmail.dat email attachment?

If you have OE, you can't. A user of Outlook is sending in RTF, instead of
plain text, and OE can't read it. Tell the sender to send in plain text.

I can't get any attachments at all to open. There is nothing in options under Outlook Express to help me. What other settings do I need to make changes to?

Sue,
On the main page of OE, click TOOLS / OPTIONS and go to the SECURITY
tab. Put the dot in "Less secure but more functional" and also just below
that
remove the check from "Do not allow attachments that could be blah blah
blah"
Be sure and hit APPLY and OK.
