If i put a new HD in and load OEM -home and then add old HD as a slave with
xp-pro can i tranfer files to new HD with out problems

Files (like bookmarks/favorites, documents, pictures, spreadsheets, etc...)
sure.
Installed applications will need to be reinstalled.

Certainly for data files. Installed programs can't be transferred to have
them work. They need to be reinstalled from the original media.
