OE help XP

OE won't start in XP -- "...MSOE.DLL could not be initialized."

I had previoulsy changed the default program location from C:\Program Files
to D:\Program Files after the initial setup of a Dell system. I used BootIT
NG to add a new partition (D:). I've never had trouble with BootIT NG
beforehand, whereas I have had this same problem with OE beforehand, even
without any partitioning changes. Since I'm using a Dell recovery disk, I
don't believe I can uninstall and reinstall OE.

Reinstalling OE is not a problem and you need not use your recovery disks to
complete this.

The error MSOE.DLL could not be initialized would occur if one or more *.dbx
file are set as read only.
Search for .dbx files in your local hard drive, check Properties of them to
see if read only is unchecked.

If no help, select Start | Run. Type this rundll32 setupwbv.dll,IE6Maintenance

Select option to repair.

No dbx files were read-only. I tried rundll32 setupwbv.dll,IE6Maintenance,
and received "Error loading setupwbv.dll" and "The specified module could
not be found."

I tried all of the suggestions with the same results. Is there a place
where I can download oe6? Couldn't seem to find it on the MS site...

Hmm.. To be honest - I somehow misread O as I. However, in retrospect - I
would still suggest downloading and reinstalling - as I think it just may
fix your issue, if it will let you reinstall.

However, barring that and seeing the advice already given, you may be at
this point:

If you perform a repair install, your installation media (CD) needs to
really be the same service pack level as your currently installed system.
You will likely need to create a new CD from the old one with SP2
slipstreamed/integrated into it. Something like "AutoStreamer" would assist
you in making this new CD from the old one.

Create a SP2 Slipstreamed Windows XP CD with Autostreamer

Outlook Express is part of IE. What you need to look for is the
installation/repair of IE.
