I am not able to change the system time
Getting a message saying that you do not have a privilege level to change
the time.
Now how to change the time.

Is this a work computer or a home computer? This type of restriction
is usually made via policy (usually in a domain-at work) and you can't
do anything about it.

Log on as Administrator and try again.

You haven't provided enough info. Is this computer a stand alone or in a
domain? What kind of account, admin or limited?
