Non-admins can't answer manually?

I am running the MS Fax service on W2K Pro, and have
selected "Enable manual answer for the first device".

Unfortunately, when I receive an incoming telephone call,
the "Incoming Call / Answer this call?" dialog only pops
up if I am currently logged on as an Administrator (not
normally the case).

I have tried granting my non-admin account full
permissions to the "Fax Service on Local Computer" object
in the Fax Service Management console, but it doesn't help.

The Fax service is using an account with Domain Admin
privileges.

Any clues?

To specify notification settings

1.. Click Start, click Control Panel, click Printers and Other Hardware,
and then click Printers and Faxes.
2.. Right-click the fax printer, click Properties, and then click the
Tracking tab.
3.. To track the progress of faxes being sent or received, click Show
progress when faxes are sent or received.
4.. To be notified whether incoming faxes are successfully received or
not, click Notify of success and failure for incoming faxes.
5.. To be notified whether outgoing faxes are successfully sent or not,
click Notify of success and failure for outgoing faxes.
6.. To configure sound settings for notification events, click Configure
sound settings.
On the sound settings tab:

a.. To play a sound when the line rings, indicating a fax call, click
Play a sound when the line rings.
b.. To play a sound when a new fax is received, click Play a sound when
a new fax is received.
c.. To play a sound when you send a new fax, click Play a sound when a
fax is sent.
d.. To play a sound when an error is detected in an incoming or outgoing
fax, click Play a sound when a fax error is detected.


Notes

a.. You can only receive notification about fax events on a local fax
device. If you use a remote fax device to send and receive faxes, you will
not see the Tracking tab.
