No Toolbar Customize

In IE6 I should be able to go to View/Toolbar and see at
the bottom "Customize". But mine is not there, so I
can't move around any of the toolbars. I suspect I lost
it when installing an older pop-up blocker.

Any way to get it back? Through registry key changes? or
how to do a clean reinstall of IE6?
