Lock the toolbar and customize missing

when I right click on a toolbar in IE6 sp1, the toolbars
listed are greyed out and the "lock the toolbar"
and "customize" choices are missing. I have read the
article 823057 about restrictions in ie6 sp1 but none of
that applies to my problem. My toolbars are locked and I
have no understanding why. I uninstalled back to ie5, then
reinstalled ie6 sp1 from the web. I still have the same
problem. HELP

I scanned with AdAware and Spybot - removed 20 items
between them and now the toolbars are behaving normally
