Tim, Check encoding(view), I was having the same problem
and found my encoding defaults to western european ISO
instead of windows. I havent found out how to fix it but
you can view pictures by changing it each time.

While this seems to be true for some people, I have always had IE set to
Western (ISO) and have never had a problem with images.
