nls support

I have a pc with windows/xp home edition installed in Dutch-Belgium
(pre-installed nls version)
Is there a possibility, without formatting and re-install, to get to
english version of xp/home ?

No. Windows XP is written in specific language versions,
therefore the GUI language cannot be changed. You'll need
to purchase a "Full English Version" of Windows XP and
perform a "clean install".
