NIC card cannot obtain dynamic IP addressing from cable ISP or ro

Help!
Have tried for over a week to connect to my cable ISP thru the ethernet..
Checked lines, setup, everything. Noted that Window XP had a patch for
Limited connectibvyt . I installed it, have disable FW Black Ice. After some
time I get LIMITED CONNECTIVITY... The ehternet NIC automatically jumps
to IP 169.254.x.x.
Is there another fix/patch. Have also run the Fixreg to no avail. I am
forced to use my USB .1 (slow). I know that problem is not the cables, modem
or card as they work fine on a PC with Windows 98. Have used a laptop with
Win xp SB2 and can connect. I have Windows XP Pro SP2. Had same problem
before installing SP2

Cable ISP requires dynamic IP addressing.

Thanks for your help.

Well it turned out that I had installed my NIC card on a slot that is share
by another one. As soon as I removed the ohther card on the other slot (PCI5
and 6), got connected to my ISP. Now my problem is setting the network to
pick up the ISP on the other PCs. Belking (NIC) mfr) states that Mediacon
sues a Host name, UserID and PW. Mediacom keeps telling me there is none! The
installation of the wireless went fine but I errored when it tried to connect
to the broadband.
