Limited or no connectivity!! Aaargh!!

I have just wasted the better part of a day trying to solve this
problem. If anyone can help me, I will be eternally grateful!

I have just assembled a new PC running Windows XP Home SP2. After
connecting to a DSL modem, I noticed that the Local Area Connection
indicates that it has limited or no connectivity. It has also been
assigned an IP address in the 169.254.x.x range.

My understanding is that this occurs when a DHCP server cannot be
located. What I don't understand is what can be done to correct this
and how to do it.

A few things I have tried- different cable, different NIC, repairing
the connection, Windows hotfix 884020, specifying an IP address and
subnet mask (192.168.1.1 and 255.255.255.0), much cursing and gnashing
of teeth.
