LAN - Limited or no connectivity

I can't get my computer ot connect with my laptop. I follow the Netwprk
Connection steps, the process gets to the "finish" stage, then reports:

Limited or no connectivity - You might not be able to access the Internet or
some network resources. This problem occurred because the network did not
assign a network address to the computer.

Clicking repair fails to renew IP address.

This error happens with both of my desktop systems, however the laptop
networks with other computers ok, so it's not the problem.
