The microsoft.public newsgroups are generally available on USENET. Whether
any particular server carries them is completely up to the newsgroup admin
of that server.

As for how to add newsgroups to your newsreader, in depth, that would a)
depend upon what your default newsreader is and b) not be an Outlook issue
as Outlook does not support NNTP.

And, if you do go looking for information elsewhere, you'll need to clarify
what 'how to get asked for NNTP information' actually means, because I've
been playing around on USENET since the early 90s and I have no idea what
you're talking about. If I had to guess, I'd think you're asking how to
configure a newsreader to connect to a server, which is really best done by
looking at the helpfiles for whatever newsreader you're planning on using.

yes - you are accessing a Usenet Newsgroup via a web interface.

the news server you need to subscribe to is msnews.microsoft.com
