"New Programs Installed" Balloon

Does anyone know if it's possible to get rid of the "New Programs Installed"
balloon that appears near the Start Menu on the first boot after the FBA has
been completed? I think it's possible to turn balloon prompts off completely
via the registry, but I'd like to leave them turned on if possible, and just
disable this one prompt.
