Windows XP Network Program needed

Hey,

I am looking for a program that will allow me to limit the bandwith of the two connections I have. I am sharing an internet connection through a cross over cable with my housemate. I would like to be able to split the upload and download down the middle. Does anyone know any good programs that will allow me to do this?
