Network Identification Wizard Freezes

I am in the process of reinstalling Windows 2000 Professional, and it is
freezing when the network identification wizard comes up. By this I mean that
when I click on the "next" button nothing happens, and I am unable to click
on the "cancel" button. I have tried to restart the computer, and the same
thing happens. How can I resolve this issue?

Make sure your services for netowrk, tcp/ip, dns client, etc... are running.
control panel > admin tools > services
